Through the granting of authorizations to consumer associations, COFEPRIS (Comisión Federal para la Protección contra Riesgos Sanitarios) expects to contribute to the legal and formal recognition of the self-consumption of recreational cannabis in Mexico. The country has consumers, patients, and a growing number of permit holders.

Following the resolution of Recurso de Inconformidad 6/2025, Mexican legislation confirmed the validity of permits for recreational cannabis self-consumption associations. One of the conditions is that each individual holder must be fully identified and carry a certified copy at all times.

Regulated Activities for Recreational Cannabis Self-Consumption Associations in Mexico

Unlike cannabis clubs in Europe, cannabis consumer associations in Mexico are commercially viable structures that operate under a different regulatory model. According to the regulatory framework for cannabis in Mexico, retail sale and commercial distribution remain activities outside the boundaries of the law.

The recognition of the self-consumption of recreational cannabis as a constitutional right, the commitment to respect it on the part of the administrative authority, and a judicial framework working to bridge the gap between written law and its practical application make Mexico an attractive market, which will soon open to international operators and investors.
